Production of Armenian biometric ID-cards started in the Czech Republic

The Minister of Internal Affairs of Armenia approved the appearance of the documents

On November 19, the production of new biometric ID-card forms for Armenia started in Ostrava (a city in the Czech Republic). A delegation from the Ministry of Internal Affairs, headed by the Minister of Internal Affairs, Arpine Sargsyan, approved the appearance of the documents and security features.

On November 19, the Minister of Internal Affairs of Armenia, Arpine Sargsyan, visited the production workshop of the French company IN Group in Ostrava, Czech Republic. The delegation familiarized themselves with the process of printing biometric ID-card and passport forms. The press service of the Ministry of Internal Affairs clarified that new design solutions and a set of security features for ID-cards were approved during the visit.

Arpine Sargsyan stated that the priority of the department remains to provide citizens with modern and secure biometric documents. Technical parameters were also discussed at the meeting: the structure and design of the passport data page.

The Minister was presented with directions for modernizing electronic border management systems. The current state of the biometric system implementation, its development stages, and expected changes were discussed.

In August 2024, the government of Armenia decided to switch to a new format of ID-cards and biometric passports. The consortium «IDEMIA Identity Security France and A.C.I. Technology S.à.r.l.» which won the tender, is engaged in creating the infrastructure.

In April 2025, an agreement was signed with the company «HAYPASS», created by the consortium, on the implementation of a system of biometric passports and ID-cards. At the same time, the design of biometric cards was approved, including background images, security features, and a set of data fields.

According to the schedule, the issuance of new ID-cards will begin in the second half of 2026. The project is the first item in the package of reforms necessary for Armenia to implement the Action Plan for visa liberalization with the EU.
