The Armenian government has approved a draft loan agreement with the European Bank for Reconstruction and Development for 39 million euros. The funds will be used to build a customs and logistics center on the outskirts of Yerevan. The loan agreement was signed on September 19, 2025, and on the same day the parties оформлен a grant of 6 million euros.
The project also envisages the participation of the Armenian side. The government's co-financing share will be 9 million euros, which will be used to cover VAT obligations. Of this amount, 7.8 million euros are accounted for by credit funds, which will be allocated in two tranches, and another 1.2 million euros are accounted for by a grant.
Under the program, it is planned to build a Center for Foreign Economic Activity and an administrative building of the State Revenue Committee in Yerevan, as well as to purchase equipment, goods and services, including consulting services. The customs and logistics center will be located in the village of Proshyan in the Nairi community of the Kotayk region and is expected to provide Armenia with modern customs infrastructure. The EBRD remains one of the key investors in the country: by the beginning of 2025, the bank had implemented 224 projects in Armenia for a total of 2.6 billion euros.
