Russia to tighten cash export rules to EAEU countries, including Armenia

Without notifying customs, it will be possible to take no more than the equivalent of $10,000, and only by plane

Russia plans to tighten the rules for exporting cash rubles to EAEU countries, including Armenia. According to a draft presidential decree, the new requirements may come into force on September 1, 2026. Individuals will be prohibited from taking cash rubles out of the country in an amount exceeding the equivalent of $10,000 without mandatory notification of the customs authorities.

If the amount exceeds this threshold, the traveler will have to submit a customs notification indicating the source of the funds and the purpose of their use. When exporting an amount exceeding the equivalent of $100,000, it will also be necessary to provide documents confirming the origin of the money. At the same time, the export of cash rubles will be permitted exclusively through international airports — crossing the border by car with such amounts will become impossible.

For legal entities and individual entrepreneurs, no quantitative limit is set in the draft; however, mandatory customs notification and a restriction on the method of export are also being introduced for them — only through international airports. Currently, there are no restrictions on the export of cash rubles, while for foreign currency, since 2022, a rule has been in effect requiring declaration of amounts exceeding $10,000.
