Armenian court definitively revokes "Elseti's" electricity distribution license

"Elseti" representatives dispute the RAUC's findings

The Administrative Court of Armenia has upheld the decision of the Public Services Regulatory Commission (RAUC) to revoke the electricity distribution license of CJSC "Electric Networks of Armenia". The lawsuit filed by "Tashir Capital", the company's owner, was completely rejected, and the RAUC's decision remains in force.

The license revocation was approved on November 17, 2025, following a four-month audit that revealed violations in the recording of electricity meter readings, non-compliance with investment programs, delays in connecting new subscribers, as well as violations of construction and fire safety standards. In addition, the commission pointed to risky financial transactions and inefficient management of the company's assets.

Representatives of "Elseti" dispute the RAUC's findings, questioning the accuracy of the sampling and the results of the expert examinations; however, the court supported the regulator's position. The company is now officially deprived of the right to distribute electricity, and its further activities will be strictly controlled.
