The Government of Armenia has for the first time enshrined the principle of "Artificial Intelligence First" in its development program for 2026–2031. Now, government agencies, when solving administrative tasks, must primarily consider the possibility of using AI.
The new approach will become part of public administration reform, along with the principles of "zero bureaucracy" and "Digital by Design," where services and processes are initially created for the digital environment.
The authorities plan to create a unified secure environment for government agencies to work with AI, common technological solutions, and data access mechanisms. This should increase the productivity of departments and, at the same time, prevent different structures from independently creating identical systems.
Legislation regulating the state's use of AI will be developed separately. It will address personal data protection, cybersecurity, ethical issues, risk assessment, and mandatory human oversight.
AI is also intended to be used in public policy development. With the help of big data, artificial intelligence, and citizen feedback, the government aims to evaluate the effectiveness of decisions, improve draft laws, and identify excessive regulation.
