According to the published draft, the procedure is set to begin on May 1, 2027, with the Ministry of Territorial Administration and Infrastructure acting as the buyer.

The authorities propose recognizing a prevailing public interest in ESA shares, citing the strategic importance of the electricity grid infrastructure. The company serves over 1 million subscribers, making state control over it essential for ensuring the long-term reliability of the energy system. The share buyout includes compensation to the current owner.
