Armenia changes passport and ID card issuance system: first centers to open on November 1

The issuance of biometric documents will be handled by private partner HayPass, which will open 14 specialized offices in Yerevan and the regions

Starting November 1, a new system for processing and issuing passports and ID cards will be launched in Armenia. The service will be provided by a private partner in specialized HayPass centers. In the first phase, 14 offices will open, and by the first quarter of 2027, their number is planned to increase to 23.

In Yerevan, the new centers will be located in Yerevan Mall and Mega Mall. In the regions, services will become available in Artashat, Yeghegnadzor, Kapan, Vagharshapat, Ashtarak, Abovyan, Hrazdan, Gyumri, Vanadzor, Ijevan, Gavar, and Martuni.

Thus, the processing of biometric documents will be gradually transferred to a new network of specialized centers. The expansion to 23 offices by early 2027 should make the system more accessible to residents of different regions of Armenia.
