Pashinyan discussed the creation of a next-generation biometric system with IN Groupe

The project will be implemented in Armenia based on a public-private partnership

Prime Minister of Armenia Nikol Pashinyan held talks with representatives of the French company IN Groupe and airport operator Corporación América Airports. The main topic of the meeting was the creation of an advanced biometric system in the country. The discussion was attended by IN Groupe head Yann Haguet, the company’s head of international business and member of the HayPass board of directors Isabelle Lauzon, as well as Corporación América Airports CEO Martín Eurnekian.

Pashinyan called the project strategically important for the country. According to him, the new infrastructure should improve the quality of public services, provide citizens with modern documents, and become one of the elements of preparing for visa liberalization with the European Union. The prime minister also emphasized that implementing the initiative requires utilizing international experience and the expertise of private companies.

The parties reviewed further steps of cooperation, including the development of reliable identity verification tools and the deployment of advanced border control technologies. The project is being implemented by HayPass, a company established by a consortium involving IN Groupe. The agreement on the creation and operation of the required infrastructure was signed with HayPass in April 2025. The biometric system is among the reforms linked to the visa liberalization process between Armenia and the EU.
