On October 31, the opening of the HAYPASS data center, established as part of the project to introduce a new biometric system, took place in Armenia. The ceremony was attended by Deputy Prime Minister Mher Grigoryan, Minister of Internal Affairs Arpine Sargsyan, and representatives of the European Commission and the EU Delegation. Under the terms of the agreement, a European expert group will conduct an in-depth assessment of the center’s operational processes over the next 2 years. Following this work, its infrastructure is expected to be certified.
HAYPASS head Regis Bouchier presented the technical organization of the center. According to the Ministry of Internal Affairs of Armenia, the European eIDAS regulation, which sets rules for electronic identification and trust services for digital transactions, was taken into account during its creation. At the same time, the ministry did not disclose details of the system’s architecture, including information on the encryption used, access control, and specific measures for protecting biometric data.

Compliance with eIDAS requirements may serve as a basis for the further development of digital identification in Armenia in line with European standards. However, the launch of HAYPASS itself does not yet mean its integration with European Union information systems. The Ministry of Internal Affairs has not reported connecting the center to European platforms, organizing cross-border data exchange, or mutual recognition of Armenian digital IDs by EU member states.
