Armenia's Central Bank Prepares New Rules for Crypto Asset Market Participants

The regulator has put forward for discussion requirements for crypto service providers and the procedure for keeping records of digital asset transactions

Armenia's Central Bank has submitted for public discussion two more draft regulatory documents necessary for the implementation of the law "On Crypto Assets". The new rules are intended to define the operating procedures for market participants and requirements for digital asset transactions.

One of the projects concerns regulation 7/07 "Rules and Requirements for the Activities of Persons Providing Crypto Asset Services". The document establishes the main requirements for companies and organizations operating in the field of crypto services.

The second project envisages amendments to the Central Bank Council's decision No. 12-N of January 26, 2026. It regulates the procedure for creating, storing, and archiving registration records of crypto asset transactions, as well as the rules for their transfer to the Central Bank.

The regulator accepts proposals and comments from interested parties until August 26, 2026. After analyzing the received comments, the Central Bank of Armenia plans to hold a meeting with representatives of organizations that submitted their proposals, and the final positions on the projects will be published.
