The government of Armenia plans to buy out 100% of the shares of "Electric Networks of Armenia" (ESA), owned by Samvel Karapetyan's "Tashir Capital" company, by October 2027. According to the published draft, the procedure should begin on May 1, 2027, and the Ministry of Territorial Administration and Infrastructure will act as the buyer.

The authorities propose to recognize a prevailing public interest in relation to ESA shares, citing the strategic importance of the electricity grid infrastructure. The company serves more than 1 million subscribers, so state control over it is considered necessary to ensure the long-term reliability of the energy system. The buyout of shares provides for the payment of compensation to the current owner.

The value of "Electric Networks of Armenia" will be determined by independent appraisers after an inventory of property. At the same time, "Tashir Capital" will have the opportunity to present its own valuation of the company's value and the amount of compensation. Thus, the final amount of the transaction should be determined within the framework of the share valuation and buyout procedure.
