Armenia is actively increasing its solar energy capacity, but further development in this area will require significant investment in electricity grid infrastructure and energy storage systems. This conclusion was reached by the International Monetary Fund in its report "Armenia: Climate Policy Diagnostic — July 2026". At the same time, the country remains dependent on imported fossil fuels.
The IMF recommends that Armenia set more ambitious goals for the development of solar generation and storage, and create incentives for projects that will combine solar power plants with battery systems. The fund also suggests focusing on legislation regulating electricity storage services. Without such changes, the growth of solar generation may face limitations from the existing energy system.

Another proposal was the reform of electricity tariffs. According to the IMF, prices should encourage consumers to use more electricity during periods of high renewable energy generation. The fund expects Armenia's economy to grow by 5.3% in 2026 and 5.5% in 2027, after which the pace may stabilize at around 5% per year.
