Why is the construction of the "Achapnyak" metro station in Yerevan delayed

Official reasons given

Yerevan Mayor Tigran Avinyan explained the delay in the construction of the "Achapnyak" metro station and told where the funds from the budget were reallocated. Initially, the project was scheduled to launch in 2024, then the deadline was moved to the end of 2025, and later to 2026.

City Council member Anna Avetisyan noted that 9.6 billion drams were allocated for the project in 2025, but in the end only 1.4 billion were left, and another 2 billion were added for 2026. Avinyan explained that almost 7 billion drams were allocated for the development of transport, including the purchase of 45 new 12-meter trolleybuses, which will arrive in the city in April-May 2026.

The mayor called the construction of the "Achapnyak" station one of the most difficult in the recent history of Armenia with a high level of risk. The project requires a special tender procedure based on FIDIC principles to ensure construction manageability.

The 2 billion drams allocated for 2026 will go to engineering supervision and land acquisition. Avinyan stressed that the new station will become a transport hub capable of increasing metro passenger traffic by 22–25%.

The Yerevan Metro, founded in 1981 and including 10 stations with a total length of 13.4 km, transports more than 500 thousand passengers weekly. The total cost of construction of the "Achapnyak" station is estimated at approximately $50 million, the design and estimate documentation was prepared by the Russian company "Metrogiprotrans", and the selection of a contractor is expected by the end of 2025.
