Within the framework of the Eurasian Economic Union, work is underway to create a digital platform for the formation of a single public procurement market. This was stated by Armenian Deputy Minister of Finance Avag Avanesyan on the sidelines of a business forum dedicated to the 20th anniversary of the Eurasian Development Bank.

According to him, the project is being discussed jointly with the Eurasian Economic Commission and implies not a single website, but an integrated system that will aggregate data from various national procurement platforms and provide companies with access to tenders in the EAEU countries.

At the same time, he noted that in practice, restrictions remain, despite formally granted access. Some rules still make it difficult for companies to participate in foreign public procurement markets within the union.

It is separately emphasized that a key element of the project is trust between the EAEU states in the common digital infrastructure. Without this, it is impossible to ensure full data exchange and recognition of procedure results.

Related elements of the system are also being discussed – mutual recognition of electronic signatures and bank guarantees. Armenia already applies some of these mechanisms unilaterally, but technical barriers remain related to the recognition of digital documents between countries.
