Armenia Considers Changing Fine Procedures for Foreigners Violating Traffic Laws

The amendments are expected to reduce budget expenditures on sending notifications to offenders abroad

Armenia has proposed changes to the procedure for processing traffic violations recorded by cameras if they are committed by foreign citizens in cars registered in the country. The parliamentary commission on defense and security issues has given a positive opinion on the draft law on amendments to the law "On the specifics of administrative proceedings in cases of violations of traffic rules detected by photo and video recording means."

Deputy Minister of Internal Affairs Armen Ghazaryan explained that today, protocols on violations recorded on vehicles not registered in Armenia are sent to the border service. In this case, the foreign citizen receives a notification when leaving the country and pays the fine at the border.

If a violation is committed in a car registered in Armenia, a notification is sent to the car's owner. In situations with rented cars, the administrative act is sent to the foreigner's place of registration abroad. According to Ghazaryan, the annual costs of international document delivery are about 90 million drams.

The proposed amendments should optimize the process and reduce the burden on the budget by simplifying interaction with foreign traffic offenders.
