The Government of Armenia has decided to additionally allocate 10 billion drams from the 2026 state budget for the cashback program for pensioners and benefit recipients for non-cash payments.
The program has been in effect since 2022 and encourages the use of non-cash payments for goods and services, including utility bills. In 2026, the refund amount was increased to 20%, but with a set monthly limit.
According to authorities, in the first months of 2026, there has been a steady increase in the number of program participants — by an average of 6.7% monthly. An increase in the average cashback amount per recipient has also been recorded.
Initially, the mechanism provided for a 10% refund of expenses with a limit of 5 thousand drams, then the parameters were revised upwards. Since February 2026, a new refund level has been in effect — up to 20%, but not more than 10 thousand drams per month, with payments made at the end of the reporting period.
